Is it possible to have a decimal charge for contribution?

If you have the membership fee plugin installed, you can enter decimal contributions via "Preferences-Advanced role editing". This is not possible directly via Admidio.

Oh, I didn't know, that this is not possible. Internally we store the value within a decimal database field.
I will change the UI, so that it is possible in future versions.
